THE SECOND NATIONAL ANTI-CORRUPTION CONVENTION

KAMPALA, UGANDA CONVENTION COMMUNIQUE 3rd December 2012 I) PREAMBLE We the over 1000 people of Uganda, having met on 3rd December 2012, from various walks of life including the youth, women, business community, persons with disability, media, political leaders, religious leaders and Non-Governmental organizations, met in Kampala, Uganda to discuss the most pressing challenges and creative solutions to fighting theft of public funds. Since the first Anti-Corruption Convention that was held on 8th December, 2011, Uganda has lost not less than 1.3 trillion shillings resulting into a situation of deplorable health services across the country, ill facilitated educational infrastructure, spiraling poverty levels, growing unemployment, ethnic tensions, land grabbing, declining fortunes of agriculture, environmental degradation. ENOUGH IS ENOUGH:-- WE WANT ACTION ON CORRUPTION NOW!

Fellow Citizens of Uganda: The President of Uganda, His Excellency Yoweri Kaguta Museveni has over the years publically condemned corruption and promised zero tolerance to theft in public offices. This was supposed to be exemplified through the setup of the Anti-Corruption Court and the National Strategy to fight Corruption, the Directorate of Ethics and Integrity in the President’s Office, among other institutions put in place to fight corruption. What has emerged is that, we have too many institutions and yet we see no concrete action on corruption. Uganda’s children continue to die of malaria, malnutrition, nodding disease and many other preventable diseases while our leaders and technocrats shamelessly loot with greed the money meant to provide medicine for our children. Our teachers sleep hungry and our children have no lunch at school, our policemen sleep like dogs and are paid peanuts, our doctors, nurses and midwives are underpaid, unpaid and on str

WHY YOUNG PEOPLE IN UGANDA MUST SUPPORT THE CAMPAIGN ON THE RESTORATION OF PRESIDENTIAL TERM LIMITS.

While the state remains focused on entrenching and sustaining one individual,the Youth pay the price for this. That's why our defense budget receives the largest allocation (over 40%) while very little goes to critical Sectors that are important for Job Creation and development of Youth like Education (now at 14% of the budget) and health which you remember too well. The high cost of maintaining a leader is the reason the state can not find resources to help and change the situation of Young people. The state of Young people in Uganda today (85% unemployment,25% completion rate in U.P.E schools, very poor access or no timely access to health care is as a direct result of increasingly conflicting National and Individual Interests.

THE FORGOTTEN VOICE: -- “CHILDHOOD”

Childhood A time when all are available, possible, loving, smiles is the language and expectations from the whole bores Childhood Where humbleness, openness, fear covered, innocence realized, A time where even the little of the littlest peace of eatables Is , a pleasure when another person accepts from you as an offer. A time where all languages, care, attitudes, races, skin color, superiority, inferiority, privileges, praises on almighty from whatever corner of pegs are humbled onto the childhood protection.

CAN NETWORK MARKETING REDEEM UNEMPLOYED YOUTH?

At a time when even the employed are feeling the not-so-pleasant pinches of the hard economic times, the skyrocketing rise in unemployment levels is a disastrous puzzle that has defied all attempts muscled to solve it. The resultant situation is simply horrific. According to a study published in Social Indicator Research, even those who tend to be optimistic find it difficult to look on the bright side of things when unemployed. Among the many stakeholders brainstorming on practical means of addressing unemployment are the Multi-Level Marketing (MLM) companies. As their suggested version of the solution to this quandary, MLM companies also synonymously referred to as Network Marketing, have through their independent distribution networks, risen to the occasion to suggest that the unemployed youth can and should take advantage of MLM to realize their dreams. All one needs to do, they say, is to sign up on their respective programs and a windfall of unlimited prospects will abound.
